When You Can't Renew Online

  • Your vehicle type isn't on eRL: eRL covers cars, motorcycles, three-wheelers, dual purpose vehicles, land vehicles and trailers, lorries and trailers, motor tricycle vans, private coaches, motor homes, special purpose vehicles, quadricycles, ambulances and hearses. Anything else goes to a Divisional Secretariat.
  • Insurance or the emission test shows as expired or invalid: renew it with the insurer or testing station first. eRL only accepts what's already in the system.
  • A brand-new vehicle's first licence: eRL offers "First / Renew Licence", but a Divisional Secretariat page says a newly registered vehicle's first licence must be taken in person. If the portal won't accept your vehicle, go to a DS or your provincial DMT.
  • A long-lapsed licence: in the Western Province, 3 years or more goes to the Maligawatta head office.

Bought a used vehicle? Its first licence after the transfer can be renewed online once the ownership transfer is registered.

Emission Test for Your Revenue License

  • Needed for most vehicles, every year, before you renew.
  • Not needed: a brand-new vehicle's first licence, land vehicles and tractors, and vehicles made before 31 December 1975.
  • Reconditioned vehicles need a test from their very first licence.
  • Renewing online? The testing station uploads the result to eRL. Test 2 to 3 days before you renew, or the portal may not find it yet.

Testing charges are set by the testing companies, not the DMT; ask the station.

Revenue License Not Received, or Paid but Not Renewed

  • Keep the temporary licence from your email in the vehicle. It's valid for the period printed on it.
  • The original is posted only to the address in the DMT vehicle registration system. If you've moved, collect it from your provincial DMT with the temporary receipt, the original CR and your NIC or driving license, and update your address with the DMT.
  • Paid but not renewed? The provincial DMT arranges a refund through your bank. If it's late, contact the bank or the provincial DMT where the vehicle is registered.
  • Help: call 1919 or email info@erl2.gov.lk.

Frequently Asked Questions

How much is the vehicle revenue license fee?

Under the Western Province schedule in force since 1 December 2022: Rs. 900 for a motorcycle, Rs. 1,000 for a three-wheeler and Rs. 1,300 for a quadricycle. Motor cars depend on fuel and unladen weight: Rs. 2,500 (petrol) or Rs. 3,900 (diesel) up to 761 kg, rising to Rs. 5,000 / Rs. 10,000 at 1,270 kg and over. Other provinces may differ. eRL 2.0 shows your exact amount before you pay, plus a bank fee and postage.

What is the fine for an expired revenue license?

A percentage of the annual fee, set by each province. In the Western Province it's 10% if you're up to 6 months late, 20% from 6 to 12 months and 30% after 12 months. A Southern Province office lists 10% only up to 3 months, so check your own province. Unpaid years are added as arrears.

Can I renew my revenue license online?

Yes, on eRL 2.0 for cars, motorcycles, three-wheelers, dual purpose vehicles, land vehicles, lorries and 10 other categories. You need valid insurance and emission (and, for some vehicles, fitness) certificates already in the system, a card or QR app, and your phone for the OTP. Other vehicles go to a Divisional Secretariat.

What documents do I need to renew a revenue license?

Online, only your vehicle number and the last 6 digits of the chassis number: eRL checks the rest. At a Divisional Secretariat, bring the Certificate of Registration (or the DMT extract), last year's licence, valid insurance and the emission test certificate. Commercial vehicles also need a fitness certificate, and buses a passenger permit.

I bought a used vehicle. Can I renew its revenue license online?

Yes. eRL 2.0 says the first revenue license after a transfer can be renewed online. The transfer must already be registered with the DMT. See the vehicle transfer guide.

My revenue license hasn't arrived by post. What should I do?

Keep the temporary licence from your email in the vehicle: it's valid for the period printed on it. The original is posted only to the address in the DMT registration system. If you've moved, collect it from your provincial DMT with the temporary receipt, the original CR and your NIC or driving license. For help, call 1919 or email info@erl2.gov.lk.

How early can I renew my revenue license?

Up to 2 months before it expires, according to a Divisional Secretariat page. The licence year runs from your vehicle's first-registration anniversary, not the calendar year.
